Why are any policies that help the less fortunate described as 'throwing money at it' rather than an investment, as anything that helps the rich is?

Poor areas weren't all areas that deteriorated. Some were caused by red lining so white areas have space between the house and the road and houses in designated black areas don't. Trash collection may be more frequent. Other services less available.

People tried to drag themselves out of the problems caused by systems like red lining and were offered less favourable loans, if at all. They had mayors who said things like 'throw them against the wall and search them' without challenge.

It is easy to blame the poor for their poverty. It is also narrow minded.
